PPWR: the new European framework
for packaging.
What it is
Regulation (EU) 2025/40 on packaging and packaging waste, known as the PPWR, is the new single framework of the European Union for all packaging placed on its market. It applies from 12 August 2026 and replaces Directive 94/62/EC. As a regulation, it applies in the same way in all Member States.
What it aims for
Its objective is less packaging waste and packaging that is recycled in practice. The framework rests on four pillars:
- Recyclability. By 2030 all packaging must be designed to be recyclable.
- Material safety. Substances of concern are restricted, with specific provision for packaging that comes into contact with food.
- Less material. Packaging is limited to the weight and volume its function requires.
- Documentation and labelling. Conformity is demonstrated with documents, and harmonised labelling is provided for across the EU.
The individual requirements enter into application gradually, up to 2038.
Why it concerns printed packaging
The Regulation covers all materials, and therefore paper and board. The choice of substrate, inks, varnishes and coatings affects both the safety and the recyclability of the packaging. These decisions are taken before printing, at the specification stage.
The business that places the packaging on the market under its brand needs reliable data on the materials from its suppliers. For this reason, traceability and documentation become part of the printing service itself.
Our position
