EUDR: the European deforestation regulation
and paper.

What it is

Regulation (EU) 2023/1115, known as the EUDR, is the European Union framework for products not linked to deforestation. It concerns seven key commodities, including wood, and their derived products. Derived products of wood include pulp, paper and board. Its application starts on 30 December 2026.

What it aims for

Only products that do not come from land deforested after 2020, and that have been produced legally in their country of origin, may be placed on the EU market. This is demonstrated with a due diligence statement. The statement is submitted by whoever places the product on the European market for the first time, that is, the producer or the importer.

The subsequent links in the chain do not repeat the procedure. They keep the details of the statement and of their suppliers, so that origin can be demonstrated at every stage.

Why it concerns paper and printed matter

Paper and board fall within the Regulation, so their origin is documented by their producer. Finished printed products, such as books, catalogues and brochures, were excluded from the scope by the amendment of December 2025. Documented paper origin nevertheless remains a supplier selection criterion for every business with a sustainability policy.
